I'm not sure that's inherently obvious from what's shown the movie itself.
the scene at the end when Hal shuts down and a video starts playing from the people in charge of it explaining to the astronauts that Hal was following their orders seems easily missed, yeah

in my defense, I haven't seen the movie in a decade >>;;
i never read it as Hal being told to prioritise secrecy over the safety of the crew, but more as Hal having two competing objectives, one of which he's wildly ill equipped for, and having an escalating panic attack as more and more mistakes spill from that. which i guess could be read as 'going nuts'?
