It's the Item Shopkeep from Wario Land 4! In particular, the sprite I'm using is one of the images used in the sound room for its weird lil song visualizations. She's a neat, kinda silly, kinda cute little character that I like a lot for the little appearance she's made in the series!

I did do my own little fanart of her here, too! It's actually one of the pieces I'm more proud of!
(also I am a really big fan of Andy Land's work too! I definitely do see the style similarity, especially to Dust!)
