Absolutely!
ASCII put out a series of LoGIN Books/Disks that were very useful for media creation. Standouts from this series are Dante 98 RPG Maker (First version of the RPG Maker we know today), and Shooting Tsukuru 98 (the book pictured, net guardian is a game made using it).
Prism98 by Wolf Team (The studio that turned into the Tales of studio) is a character art program (I am doing more research into this; might procure a copy some day)
Multi Paint System was THE big graphics program back in the day. It's pretty impressive to work with. If you were doing professional art on the 98 you probably used this.

PCs were known for being business computers first in Japan, so there's tons of business software. The 98 also eventually got Windows 95/98/2000 so once that transition hit, you could start using a lot of Windows applications on the 98.
