Get a measurement of your waist by wrapping a tape measure of some kind around it, at whatever point you intend the waistband to rest. A store with good sizing info should map the skirt sizes to a range of waist sizes. Like a "large" is "x to y" inch waists.

If you don't yet have a flexible tape measure as used in sewing, a length of string or something like that will work to take your measurement (just take care it's not a stretchy material) the string can then be measured against a ruler or a construction tape measure to find out the number.
