It was clever in it's day — it was invented by the iPhone app that Twitter bought and turned into their official app, and in that context the top of the feed is where new things would be, so scroll up past the to to fetch them. Makes sense.

Then it got subsumed into the general nonsense trend of "gesture based" navigation where you just have to remember what magic hand movement makes each thing happen. Pull to refresh doesn't make any logical sense on a webpage but we put it on anyway because the alternative was a button, imagine the horror of having graphics on your graphical user interface.

And now your Twitter feed is also just a random jumble of posts in an arbitrary order so pull to refresh doesn't make sense there either, but we keep it because "everyone knows" that's how you refresh things, right?

No. It's silly. Stop it. Refreshing a page should be a response to an error. Users shouldn't be manually polling servers with their hands. It was all a mistake.

I've encountered a few apps where the pull to refresh gesture is strongly preferred over other app interaction so I constantly hit it by accident. I turned it off where I can. I even turned off gesture navigation on the entire phone in favor of button nav, it's so much more intentional and I never hit the buttons by accident and I don't get confused because a swipe from the left is the back gesture and a swipe from the right is also the back gesture...
