Yes, this suddenly appeared under every window - every window that doesn't have focus at the moment that is, or at least, almost every other window, because sometimes it's hidden behind others (but other times it renders on top), and sometimes it's just straight up... gone.
Chances are, it'll be gone again next reboot.
No, I don't know why.
