I got Soldier 11 in the pity pull (I didn't even know she was S rank), and while I'm not sure I like her personality, she is pretty good in combat.
It's a bit of a shame that there aren't many missions focused on fire characters. The vast majority of missions have electric, ice, and/or ether as the main enemy weaknesses. Fire is somewhat rare.
