It would be very easy to read this as event planner Motomu Toriyama anticipating the Support system that Fire Emblem would fucking run with from 2003 on. That's because that's exactly what he's doing, but what complicates this is while Supports were formally introduced in Binding Blade, they ultimately trace their roots back to Genealogy of the Holy War, which launched...a few months after Bahamut Lagoon. Square and Nintendo managed to independently arrive at the idea of a strategy RPG where the relationships between characters was mechanically important (although Nintendo was the only one who ended up pursuing at the time), and during a time when this broad mechanic was starting to become a thing in RPGs in general.
