but also she took down Doctor Lesseau and averted an apocalypse in the process, stood up to Redline with varying degrees of success (and kept coming back; LN most likely the single person that Redline fought most often, partially due to quick recoveries and partially because she's one of the few people who refused to retire or retreat), had an undefeated streak until she showed up, and not only won consistently but managed to spend seven years heroing with zero casualties
she works for the EHA, which isn't a government hero organization (not even a city hero organization). as privately-held super companies go, she works for the Single-Serve Gas Station Freezer Section Sandwiches brand.
but the EHA contracts out-of-state; they've shown up to fights outside of WI and turned the tides. a guy whose superpower is telkinesis-but-only-for-cans and a woman who can make thin red beams of light are considered an effective hero team thanks to her leadership and tactics.
