so if i see a great front-end dev job that i'm qualified for, should i apply? or should i wait until i've read a few books on system design and practiced some whiteboard questions and live coding challenges and created some portfolio pieces first? i'm kind of lost on all this.

definitely! like jae said it's good practice. also sometimes companies take forever to go through the hiring process, so maybe you'll have time to study while you're waiting on them
