The place Bio's talking about is a Messenger, one of the servants of the Heavens. Traveling between the stars, the Library has amassed an incredible collection of knowledge, which is available to view if you don't mind a period of indentured servitude for the privilege. The Library boasts an astonishing amount of Curator servants, as it favors them for their "amusing" behavior. It enjoys subtle, long-term plans pitting various individuals and factions against one another for personal amusement. Individuals may pass on part of their debt to their children.
Officer Waves is a product of one such deal, and grew up in the Library. Despite wanting to leave as quickly as possible, it took on a few periods of debt researching the Correspondence. When it finally cleared its debt, it recorded the memory of watching the Messenger leaving it behind. This was one of its most precious memory stones. It had to trade said stone in a deal for something very important, but is still sore that the stone was demanded for payment.
