He's been working on uniting Sanghelios under his rule and breaking Covenant conditioning. He's really not involved in the wider conflicts anymore.
Halo 2 Anniversary is contextualized as a retelling of the events of that game by Arbiter to Locke during a cutscene in Halo 5. He really hasn't shown up outside of that tho.
He does appear in Halo 5 as a character, but in short the Arbiter returns to his home world and leads the "Swords of Sanghelios" in a war against one of the fractured groups of the Covenant (specifically Jul Mdama's). Fireteam Osiris helps him win the war before leaving. As far as I know, he's still there. Not sure about post Infinite, but at the end of 5, a Guardian appears and Sanghelios goes dark. He's in the post credits on Sanghelios. I wouldn't recommend playing Halo 5's campaign. But it's a good watch on YT, like as a cutscene movie.
