real talk: paintnet mockups and lots of reading up on MDN docs for anything and everything. visual studio (the cool big not-a-damned-electron-webframe one, not vscode) has some in-built stuff-- ASP NET templates or some such?-- for opening a local port for offline development. super handy. neocities is great for hosting a static site.
also firefox f12->... menu on the top right->settings->advanced->disable http cache when the toolbox is open. lifesaver.
i firmly believe that if you have something you want to show off you should make a website. there are templates and resources out there if that's your speed, or you can roll your own the whole way through. extremely recommend looking through neocities' sites browser for inspiration. go on, make something that screams you. :3
