Here's something you can do, to actually facilitate these games getting some space:

The Steam Summer Sale is coming up, how about you look through games with less than 20 reviews, buy a handful of them (a lot of them are pretty cheap, even at full price) and maybe even write some positive reviews of those you've enjoyed? You have no idea how hard it is to get people to not only buy a copy of your small game, but to also have them say something about it, be it either on social media, or via leaving a review. However doing these things does so much in terms of potentially getting some extra attention and money.

Obviously this won't fix the general problem, but for that to happen Capitalism would have to go and that requires a lot more work.

I don't know of a way to sort your library in that way. I somehow managed via some customization menu (which I couldn't find just now, because Steam's Interface is horrible) and a lot of clicking to get my discovery queue into a state where I see mostly games with low review counts.

I wish it was easier to search for them, to be honest, but Valve is just horrible in that regard.

Edit: Okay I think what I meant was the "Interactive Recommender" which you can find on the Steam App under "your store". No idea how much this actually helps though.

i love interactive recommender. and yeah, when i just slid it to "niche" and "newer," the first game on there has just 19 reviews.

if you have a working wishlist, it's easy to hover over in there and see how many reviews, too.
