Outside of partnering with NASA(barely) it's almost impossible to get grants from the government like NSF in the industrial and r&d sector without going to the pentagon.

it's such an interesting business problem though because, from the outside, if they don't pursue profit and growth they are too low volume to be affordable to anyone but the government, but in order to grow they... have to get it through people using them basically at capacity at the price only the government can afford for how slow it is
