yes, almost all gpus support opengl but it isnt necesarry for programs that use other things (like vulkan). u might not have the drivers that ur gpu needs for opengl. u can download it here: https://developer.nvidia.com/opengl-driver (assuming ur using nvidia)
another possibility is u havent installed c++ on ur computer.
if not u can get it here: https://learn.microsoft.com/en-us/cpp/windows/latest-supported-vc-redist?view=msvc-170 (assuming ur using windows)
I'm using nvidia and I regularly update my drivers. That second link looks like it's for visual c++. Isn't that for writing code rather than running it?
