Could someone explain what this does to help?

It allows browser add-ons that look for feeds on a page to find it and add a subscribe button to your toolbar. So if you're reading a blog and want to subscribe, you don't have to look everywhere on the page for an RSS icon.
Also stand-alone feed readers, so people can put the normal blog URL (to the index page) into their reader app's subscribe dialog. Most reader apps will look at the page, find this link element if the page has one, and subscribe to the feed there linked.
Looking at the link, is it just putting this:

title="Blog" />
Where the href is the rss feed and the title is whatever the title of the feed is? And can a page have multiple of those? On my site I have multiple RSS feeds - one for everything and one per category.
Edit: My guess seems to be correct. Not sure though about the multiple feeds on a page - I assume only one. Also the href for me has to be the full url of the rss feed
