yes, they do!! most body parts in the animation move at different frame rates :D
that's sooooo cool
a younger me would probably neurotically want to make everything match and be equal frame rates, because it kind of makes sense??
but then that'd be depriving me of the cool effect of different frame rates in animation... when done on purpose, anyway.
it's just another tool to play with in art!
i think that i've accidentally developed an eye for this after various analyses of movies like into the spider‑verse and puss in boots and all that.
(tho tbf, it's kind of exaggerated here compared to those movies to emphasize its low poly)
i'm so glad that comes across, because those movies were absolutely an inspiration for this technique!! spiderverse in particular, the way i animated this was explicitly inspired by the technique they used to animate hobie :D thank you so much!!
