in my experience it is way easier to follow a leashed cat than to try to lead one, but Indy has pretty good leash manners for a cat and can, to some extent, be steered.
Bogue (the dog) is having a horrible time (forced to walk slowly, not allowed to sniff the cat, not allowed to cross in front of the cat), but it's very educational for her.
