(there are real issues with lowering fertility rates, but the fearmongering usually takes the form of "demographic change" which is used as code for "more of Those People than there are of us". the real issues have to do with things like workforce size versus elderly population size, older population on average, basically a lot of economic difficulties. afaik these difficulties are caused less by a population shrinking, and more about the rate of shrink being too fast.)
