You can sign it if you're a UK resident or a UK citizen - just fyi for folks like me who live abroad! It let me pick "US" as my country of residence after I confirmed I'm a citizen.

Wow this is blowing up, thanks to @eladnarra for reminding me that non-resident citizens can sign these. I've occasionally posted other petitions on here which you can find under #UK petitions
