Also since a couple people expressed interest but aren't able to commission me at the present moment: If you would like to be added to a future waitlist, just send me an email with your name/contact info. People on that list will get priority on available slots the next time I open up commissions1. This also applies if there's people on the waitlist when I close commissions2.

Yep, USD! For the prices I started by determining how long each type of drawing takes me on average, and then multiplied that by a reasonable hourly wage (comparable to what I make at my normal job).

I'd say at bare minimum, make sure you're charging at least hourly minimum wage. Also, if you're someone who draws very quickly (I am), start with a baseline price for each commission type, and then add your hourly rate to it so you're not undervaluing your skills just because you work fast! (ex: $30 base price at $15/hr that takes ~2 hours on average to complete for a $60 total commission price).

I ran my initial prices by a few people to get their opinions, and they pretty much all said I should increase them. After that it was a lot of hemming and hawing and changing my mind 20 times.

It's also totally okay to charge extra for complicated designs or add-ons like backgrounds, or even to charge an hourly rate for extra things that will have a lot of variation in how long they take to complete (just make sure to accurately log all the time you spend working).

Yeah, I do it as a split-payment method where the bulk of the payment is upfront, and then the hourly part is an additional charge after that portion of the work is complete.

It does mean you have to trust the commissioner to actually pay the full amount after the work is completed, though, which is why I only charge hourly rates for complex backgrounds on full illustrations.
