Unfortunately, no. The pass only works within the state of California as far as I know and you'd have to pay a separate fare. Which would be calculated between Dunsmuir and washington from I understand how it'll work

i wonder if it has to do with the absolutely absurd delays the starlight tends to have, both times i've ridden amtrak in recent years i've seen no less than 4 hours late. i only learned because the first time i took it on a short trip to seattle, the second time i learned to take the cascades if i wanted to go to the city and saw that the starlight was very, very behind on the schedule board when i was waiting for my train 😅

through no fault of its own mind you, i vaguely recall the reason it's so screwy is because of bush-era laws that give freight trains priority over passenger rail so a longer line like the starlight's will get absolutely fucked over because of this while a shorter line like the cascades will more or less run on time

but i could just be talking out of my ass here. just speculating based on limited experience
