cnr (latest firefox and curl -v). google suggests this may be the result of some kind of ISP-level filtering going wrong
my CenturyLink modem was showing this behavior here in Seattle until I disabled its "Cyber Security" product, which is some sort of McAfee man-in-the-middle nonsense, apparently

yes, this is what was causing the behavior for me (just a rando, i'm not the person in the OP)
I'm not seeing this in Firefox, and I concur that it's probably something happening upstream.
I use quad9 instead of my ISP's DNS, but there's plenty of other DNS options if your friend wants to see if that fixes the problem.
This was happening to me all morning with Optus internet in Australia but has cleared up now
