forgot i was talking to Bus Coordinator instead of Rail Controller last night. called in a fire department response blocking a bus stop (but which i was safely able to get around) on the basis that this might be useful info for other buses to have. BUT:
bus coordinators have hundreds of coaches to look after, whose calls are answered via closed channel (that is, only the caller and the coordinator can hear), and hundreds of miles of road. one bus's problem usually doesn't strongly affect the system, and they don't care about a problem until it IS a problem, so calling in FYIs isn't useful.
so the bus coordinator's response was to say "ok. call me back if you get blocked."
rail controllers have a handful of trains and a few miles of track to look after, and the calls are on an open channel. communication to all affected trains is easy: one train's problem usually affects everybody else. calling FYIs in preemptively is common and encouraged
also the open/closed channel thing makes bus controllers MUCH ruder and arguments on rail channels MUCH funnier. lots of dancing around trying not to directly lie or call the other person a motherfucker
