Both. It's a very hypersexual species so that kind of behavior is normal, but she's also a sex worker so she's more up-front than most people while on the job. Straight-up asking someone if they want a quickie is something she only does if she knows the person on a personal level or if they're a regular, though, so whoever she's talking to in that picture is not a stranger.
