It's been years but Iirc she gets mad that they spent it on alcohol.
But if you talk to NPCs they tell you the water supply isn't drinkable because of the rich family she belongs to?? I think thats why she felt personally responsible in the first place.
I don't know why they'd go out of their way to make it so absurdly backwards, it's perplexed me ever since.
