There's grow lights you can get! Including LED ones that don't use a lot of power/make a lot of heat. And they can come on bendy necks and have a clamp so you can stick 'em wherever. We got one for our succulents and they really like it.
Oh yeah, I actually have several small lights going right now! They're still pretty low-powered compared to a proper array, though. I've been dawdling on getting one of those because "I'm just a hobbyist" but like... gestures at everything else I am doing for this basil and also all the other varieties of basil I wanna grow from seed... maybe it's time
