oh that's actually really frustrating.
anecdotally, a consistent sleep schedule does seem to help me, but that's more for autism "routine" reasons than anything.
annoying that it's thrown around but has no medical backing. hope you're able to find actual help asap!
Honestly, it doesn't surprise me. Sleep hygiene is kind of like cognitive behavioral therapy, it's treated as this one-size-fits-all method of improving mental wellness even though it doesn't actually help everybody, and if it doesn't work for you, you're just "lazy" or "not trying hard enough".

Like a lot of things that don't kill you, it's much easier for a doctor to tell you "git gud" and then pat themself on the back than it is to grapple with the idea that notoriously stubborn, complex, quality-of-life-ruining yet non-fatal body problems are a problem and we deserve to have a lot more science done about it and in the meantime it's not a moral failing on the patient's part. (I'm thinking it very loudly so I'll just say it: this is the exact same problem with "being fat" and anything where the word "weight loss" shows up except that's even worse because all weight loss shit has been actively disproven, repeatedly, and yet.)
