ok so hear me out
in my rewrite of warrior cats, deputies are usually voted on by the clan. they give their vote to the druid and cleric and they have to tell the leader who got the most votes
the leader usually goes with whoever was voted on but can indeed say fuck it and do what they want.
also medicine cats can be made into deputies and leaders but it's incredibly rare and seen as a last option
