i asked my manager several times if i could do something as a 20% project and got told "no" every time. i think he only would have approved something that was basically just an extension of my regular job role, which i think entirely defeats the original point of 20% projects (which didn't use to require manager approval and sometimes produced big stuff like gmail).
anyway there's several reasons why it's good i don't work there anymore
