This is the Windows 10 way (I shit you not):

Before you enter safe mode, you need to enter the Windows Recovery Environment (winRE). To do this, you will repeatedly turn your device off, then on:

  • Hold down the power button for 10 seconds to turn off your device.
  • Press the power button again to turn on your device.
  • On the first sign that Windows has started (for example, some devices show the manufacturer’s logo when restarting) hold down the power button for 10 seconds to turn off your device.
  • Press the power button again to turn on your device.
  • When Windows restarts, hold down the power button for 10 seconds to turn off your device.
  • Press the power button again to turn on your device.
  • Allow your device to fully restart. You will enter winRE.

Also for some fucking reason safe mode defaults to having a fucking floating bing bar in the middle of the screen? Like, why? Stop hurting me.

in reply to @Turfster's post:

wasnt it f8? anyhow you were able to do it and it was good.

in windows 7 u had to like ctrl-right-click on the "start" menu that lost its namebadge some decade earlier... maybe you had to press something else but it was what you had to do and it was bad.

dat bingbar is probably them trying to lessen the blow of w11... just slowly raising the temperature...

I think F8 was the menu that gave you the various options?
Like F5 was safe mode, F6(?) was safe mode with networking? and there were some other combos as well from what I remember... (but it's been a decade, so...)

oh, ok.. and apparently it was shift and the restart button as alexis says below.

but her comment made me pause.. the keyboard doesnt rly need the os, during boot there is the bios that handles that, though fn keys vanishing from keyboards sucks too a bit

i thought it was just shift+[click restart button] ?????

(edit: ohh i guess if you can't even boot the OS (common occurrence) you can't press a function key to get to boot options? X.X agh)
