most of the major characters were involved with experiments in producing augmented humans by fusing people with coral.also there's a thing where if coral gets dense enough it basically will explode into space. a guy did the fires of ibis because he didn't know the coral was alive and because he was worried about the big explosion ruining the future of humanity.
the whole thing was a big mess and the space cops showed up to keep everyone away from the burnt planet but news of remaining coral got to the corporations and they came anyway.
the surviving rubiconians need the coral to grow food to survive basically so they want to keep the status quo; another guy wants to destroy all the coral to ensure the future safety of humanity; and an AI wants to make the coral explode and become a sort of hivemind cloud computer in space
