they're kinda like cops but instead of being systemically bad they maybe just suck as individuals!

one of my friends was talking to me the other day about some media with PIs in it, and I said something about cops and she was like "no they're PIs, not police"
and I just looked at her like "so... they're wannabe cops that don't follow the same rules, then?" and she was like "...okay yeah, good point"
