Why is every "ghost pepper" flavored thing I've ever tried like barely spicy

a few companies make hotsauce that has maybe 1% ghost pepper or something so that they can say it's in the sauce so they can capitalise on people that buy it to be cool because it's the most recognisable actually hot chilli or whatever
