I always felt like the WIPP plan was doomed out the gate to reverse-reverse-psychology failure, "if they were so intent on insisting nobody should want to get in here there must be something GREAT in there they didn't want anyone to try to get at!"
(Also more seriously to assumptions about the universality of certain semiotics that I suspect may be more culturally specific than the project assumes)
I love how some of the plans are like "let's cover the area with black concrete and building sized stones, that'll make it entirely unsuitable for any practical purpose" and I'm like that's just a modern city, and you're right but I don't want to be told I live in the most depressing environment we can dream up
