not-entirely-joking opinion: clock time was a mistake. it should be limited to high precision science/engineering applications but all everyday business should be conducted on a "late morning", "midday," "early afternoon" sort of basis. this would of course means everyone spends a lot more time waiting around and can get fewer things done in a day, which is very good and the intended effect. honestly most tightly scheduled things (e.g., planes, doctors) are notoriously chronically late anyway so we might as well bring a book and get in a comfy chair and relax into the understanding that nobody cares if this makes us late, either.
our campaign's motto is "it's more or less time for a change" and our office hours are from when i show up until i get tired.
