I regularly have to boot into a Linux live CD with gparted or some similar utility on it to actually do anything with USB disks. I recently plugged in an 8GB CF card in a basic USB adapter and Windows saw it only in Disk Management as having a 4GB partition and then the rest unpartitioned, and refused to give me any option whatsoever on formatting it or assigning a drive letter.
