I used to have a coworker who got very frustrated with patients who didn't understand the clinic's system because "I've told these people a thousand times," though, of course, what she had really done was tell a thousand people one time each, and Patient #1001 had no way to know any of this

It's usually downstream from written/automated communication being absent/confusing/wrong
but be that as it is, staff can still take a moment to remember that The Public is not actually one person

When I got a How to Provide Good Customer Service class at my current employer, this was the main thing I took away from it. (It was actually a surprisingly helpful class, because I got something out of it.) The customer doesn't know they're the fiftieth person to ask where the bathroom is today, and they can't telepathically pick it up from the other forty-nine.
