In the US, in the 1980s onwards, they redesigned universities to be able to crush student protests outside the building. many wide entrances make them hard to hold, a lot of other design choices.

After 2005, schools were built, designed, and retrofitted for a physically-weaker, small force to be able to hold all the exterior doors, and failing that, every hallway door, against a motivated opponent with more tools than them.

and it's a dark path to get the skills but like. this is Occupy Berkeley, except you don't have to teach the skills from scratch.

by now the retrofits and new builds are everywhere. they built the courtyards to be swept, but build the buildings to be held.

No idea what discworld is, but that sounds like that one time Geronimo Stilton and the other mice went to egypt and they were imprisoned along with the architect who showed them a secret passage they built in case something like that happened.
