I sometimes like working on never-to-be-finished video game projects

And I cannot figure out how. I know how to use software right? There is no add review button anywhere, I spent multiple minutes looking in all the places it would be.

Is this like how grandma couldn't figure out how to set the time on the VCR after the power went out 👵

edit: so you're telling me I have to play more than just the first night of snakes obliterating me and my pitchfork before saying game is good. nanny state.

The easiest way is if you click on a game in your library, there's a blue popup that asks "Would you recommend this game to other players?" that instantly takes you to the review section. If you've already dismissed that, you can select the "Store Page" tab, and there should be a green banner that says " is already in your Steam library." Right below there is where you can write a review for the game!

something that was not obvious to me is you have to play the game for like 10-20 minutes before you can leave a review, and if you haven't it just hides the button from you

The prompt to leave a review seems to pop up on the game’s page in the library after about 2h of playing. Otherwise it makes you go to the store page.
Though I’ve played some games while offline, and I don’t see a way to leave a review for those
