I didn't find it scary except for the part in the morgue, but the fear quickly dissipated once the game immediately allowed you to confront enemies instead of hiding from them. The constant jump scares were really bad for me though and became annoying.

I didn't find the jump scares as constant or annoying as most people did (its fine if they tone that down if folks want, doesn't bother me either way). Wandering the woods and the theme park were pretty full of dread pretty much the whole time, even when I backtracked for collectables.

Not played it but friend of mine is finding it really stressful, not really because of the jump scares but because of the sound design (which I can understand, I couldn't play Dead Space because of that)
