genuinely love that the best way for me to use much of the full power of the ti-99 speech synth is through a rs232 terminal emulator cartridge that just happens to expose a TTS interface to the speech synth through a virtual file in BASIC

well OBVIOUSLY you're not gonna want to connect to the early 80s internet without a reasonably full and linguistically informed phonetic inventory of english (it does the vowel length distinction for "road" vs "rote", for example :D)

Depending on where you are from, there can also be a quality difference, though to be fair I'm actually not sure about length distinctions specifically in diphthongs. I'm my dialect, "writer" [ɹʌj.ɾɚ] vs "rider" [ɹaj.ɾɚ] but I'm from the Northeast where this is quite common.
