It's not unheard of, but it's very rare, especially since Jane Wick became director of research. Jane keeps a wide network of non-korps or korps-adjacent people across North America and has numerous contacts overseas. If an object is not that exciting or does not require much study and it's harmless in its environment, KDARC might not even collect it. Part of what makes an item worth collecting or storing is if it is particularly dangerous and/or anomalous, and it often has to be in the wrong hands or an immediate danger for TAROT to be sent in to acquire it. All these double-checks and procedures, partly implemented because of Jane's strict policies on workplace safety, means that objects that KDARC deems worthy of the vault are Eminent threats or need very long-term study.

That being said, DARC predates the modern Korps, as does the Overlord's personal collection of items, trusted to KDARC after its integration. Occasionally items are discovered that are not worth keeping in the Vault, and are moved elsewhere.

Two items discovered were not removed.

Both are books. By all metrics and studies and poking-them-with-sticks to-see-what-happenses, they are completely inert. No magic, paracausality, anomalies, anything. The books were written by normal people, although both deceased. The reason no one has removed them is their contents. Both books are incredibly disturbing. Vetruvius Unmanned is described as difficult to read and parse, and leaves readers disoriented, most of whom choose to actively forget it. A Feast of Burdens is described as the opposite, an engaging, straightforward read, with some readers reporting they enjoyed it, but also that is incredibly bloody and gory, and what it has to say about politics, violence, and heroism, as well as the very dark meditation on what truly is "the human condition" leaves readers deeply unsettled. For these reasons, both have remained in the Vaults. While no one necessarily believes that they deserve to be there, it is also clear that no one is in a rush to relase them on the world, either.

As for dealing with paracausal entities, I'd refer you to the Department of Sentient Resources (SR for short), who are trained with helping paracausal/supernatural/non-human persons adapt to the modern world.
