I've been working on a fantasy heist RPG for some time, here's the pitch:

You may have different reasons for doing this, but you all agree on one thing. The rich, the landed gentry, the factory owners, the monarchy, the politicians, the colonists, the guard, the jailers? They all need to be taken down. They're bleeding the common folk dry of their money and life. Bleed them back.

In many other RPGs, knights and other servants of various monarchies and empires are the heroes, and bandits are the nameless fodder that fall beneath their blades. Here, you'll get to tell the stories of how your highwaymen received their lot in life, and where they'll go next. You'll have motivations beyond making it to the next day. If you're good enough, you may even be able to follow through.

If you are in need of a rough estimate of a time period for the setting, the author suggests the mental image of just before an equivalent of our Industrial Revolution. Improvements in both magical processes and manufacturing are on the cusp of creating an assembly line. Debtors prisons are real, as are penal colonies. Industrialization has only just started grasping its greedy fingers into the veins of the earth, the preserves of the forests, or the treasures of the oceans.

If you want to spoil the plans of monsters and alter the arc of this world's history, this game is for you.
