how do we do the thing where the bg art is static and doesn't move as you croll down the page?
I inspected element on a couple of posts with it, copy and pasted the code on a chost and it did jack shit

Uhh, it's a css thing, my go to to Google it would be looking up absolute positioning. I forget the keywords exactly but what they're probably doing is setting up the background with the websites 0,0 then putting a gif with a transparent background on top. Neither of these images are uploaded to the post, they're probably wrapped in a div.
