ostensibly, yes, though I'm not 100% sure I buy it. wikipedia and other sources say that microsoft based paint.exe on pc paintbrush, but the UI is completely different and I can't see any good reason for that? i kinda want a more solid citation.

but then we look at cite 10 and it does not say that, nor is there the actual text of the personal communication.
that said, the author has no conceivable reason to lie, so.........?
Well, PC Paintbrush looks very close to Microsoft Paintbrush, as paint was known in windows 3

as an aside i really like being comfortable to say "i'm not going to check". putting stock in beliefs about unimportant things the exact right amount, which is none at all
