the first episode starts with our main girl really wanting to buy something (haven't decided what yet) and not being able to due to being a high school student with no job. but a couple of days later she's walking down an alley and she sees the thing that she wants on a dumpster. (i actually don't know how dumpsters work in Japan we can have a fictional somewhat americanized Japan as a setting if it's necessary). over the next couple of days she keeps thinking about how amazing it is that she found what she wanted on a dumpster and decides to go and look at some other dumpsters. when she does this she finds a weird girl who goes to the same school as her that she barely recognizes already dumpster diving. this weird girl actuallly explains to our main girl that it's called dumpster diving and they find a cute old clock (or something) together. at first our main girl was scared of this weird girl but they really bond over the that old clock they find.

over the next couple of episodes a girl who's all "ewwaw garbage trash eewww dumbsters" joins them. since they are already 3 of them and they go dumbsters diving so often they decide to try to start a dumpster diving club at school. only to be roundly rejected by the school administration and made fun of by other students. but a weird alcoholic teacher really likes their idea and wants to support them and is constantly fighting the school administration to let these girls have their dumpster diving club.

there's a school field trip episode where the girls are excited to go dumpster diving in another city and then they get into trouble when they want to put the things that they found in the field trip bus storage compartment.

there's also an episode where they get in trouble with the police because they found something that was reported as stolen

this anime would try to look at what causes dumpster diving and the implications and people that depend on it and consumerism. but it would do it in a kind of weird kinda problematic way that most people brush off and ignore because "omg cute girls in da trash"

anyone got an uncle who works at anime and wants to show him my pitch???

There is “Ben-To”, the anime about the secret society of people who fight life-or-death battles over the half-price food at the supermarket; not quite the same thing, but its getting there.
