In the United States atmosphere services are privatized; most of us get our air from Amazon Prime O2. Of course it's a bit cheaper and much more convenient to pay monthly (or even yearly, if you expect to still want to breathe that far ahead) so most of us do that. Private industry is naturally much more efficient at air distribution than public services, you see, and they even filter out all the pollutants generated by the Amazon Prime delivery vehicles. It's a much better service.
