I like the idea that dragons do not deliberately cultivate a kobold horde but kobolds just inexplicably begin appearing next to any dragon
and that the dragon is just as confused and uneasy about this as anyone else would be
the kobolds are just a naturally occuring phenomenon and we don't question it
